What the four townships and the County spend, and what they get for it
Haliburton County is deciding whether to keep five municipal governments or fewer, and the argument turns on cost and service. This site puts the figures on one footing. 94 metrics can be set side by side across the four townships. Another 81 are recorded as not comparable, and will not be charted. And roughly 54% of the county’s dwellings have no permanent resident in them, which changes the answer to almost every question asked per person.

What a unit of service costs to deliver
Cost per lane kilometre, per square metre of bridge deck, per tonne disposed. 6 such ratios, and none of them need a population count at all: a figure divided by a kilometre sidesteps the whole argument about which residents to count. Spending per person sits beside them, on the person-year basis, and the page says plainly what changes if you pick a different one.
Cheaper per unit is more efficient only if the unit is the same thing. Where it is not, that is on the page too.

Pick what to divide by: permanent residents, person-years, peak population, dwellings, households. Then watch which comparisons hold and which reverse. 26 of them change the order of the municipalities depending on how much of the year a seasonal dwelling is assumed to be occupied. No source states that, so the atlas will not choose for you.
