Every figure in this atlas carries a source id, and every source id is a section on this page. Each says who publishes the figure, under what licence, how it is obtained, and what that channel is structurally unable to say. That last part is what matters most when a card reads “not available”.

The backbone of the finance, taxation, staffing and building-permit sections. Each row carries an SLC address of the form slc.<schedule>.L<line>.C<col>.<item>, so every published figure can be traced to a named line of a named schedule. All five entities are present: Dysart et al (4624), Algonquin Highlands (4621), Minden Hills (4616), Highlands East (4601) and Haliburton County (4600). Ingestion is limited to 2015-2024 by default: 2025 is still incomplete (only some municipalities have filed) and pre-2015 returns predate several schedule renumberings that would need separate normalization rules.
What it cannot answer
- The FIR SGC_CODE field is not reliable as a Statistics Canada join key. Algonquin Highlands is carried as SGC_CODE 46020 in the FIR, but its Statistics Canada CSD code is 3546018. The atlas joins on ASSESSMENT_CODE instead. See docs/data-source-audit.md.
- Figures are as-filed by each municipality and are not audited by the ministry. Municipalities differ in how they allocate program support and inter-functional adjustments, so functional splits are more comparable after adjustment (column C01.11) than before it (C01.07).
- Consolidation boundaries differ. A municipality that consolidates a library board, BIA or community centre will show those costs in its expense lines while a municipality that does not will show a transfer.
- The Households line on Schedule 02 is a municipality-supplied figure with a stated source (often Statistics Canada, sometimes a local estimate). It is not used as a denominator; census dwelling counts are used instead.
- Amortization is included in "Total Expenses After Adjustments" under PSAB, so FIR expenses are not cash outlays.

All four municipalities run CivicWeb. The document centre at /filepro/ is a JavaScript application with no public search API, which is what made this look inaccessible at first, but the meeting pages are plain server-rendered ASP.NET: MeetingTypeList.aspx lists every meeting type, each type page carries the full meeting archive with its internal meeting id, and MeetingInformation.aspx?Id=N links the agenda package PDF directly. No browser automation is required. 2,193 meetings are listed across the four portals — Algonquin Highlands 729 back to 2010, Minden Hills 607, Dysart et al 574, Highlands East 283 back to 2017. These packages are where the municipal data that exists nowhere else lives: Dysart et al tables a Fire Department Report every month with calls broken out by twelve categories and a year-to-date column, which no provincial or federal dataset publishes for municipalities this size. Also present: council remuneration statements, departmental annual reports, budget presentations, and the OPP annual billing statements registered separately as opp-billing-statements.
What it cannot answer
- Packages run to 400 pages and 50 MB each. The harvester is bounded by year and meeting title by default, keeps only the gzipped extracted text plus the SHA-256 of the PDF it came from, and sleeps between requests. These are small municipal servers.
- Text is extracted from PDFs that are frequently scans or spreadsheet screenshots. Tables are accepted only when their own total row reconciles with the sum of their category rows; a table that fails that check is rejected rather than published.
- An agenda is a proposal. What council resolved is in the minutes, and a figure in an agenda package may have been amended before adoption. Departmental reports of past activity, which is what the atlas extracts, are not affected by this, but budget figures are.

THE ONLY TOWNSHIP-LEVEL POLICING DATA THAT EXISTS FOR THIS COUNTY. Two statements were obtained from other Ontario municipalities on 2026-08-23 (St. Charles and Merrickville-Wolford, 2025) to establish what the document contains and to recover the province-wide rates. A full statement runs to twelve pages and includes, on pages 4 and 6 to 8, the municipality's own call counts by billing workgroup and by individual violation type for four calendar years — break and enter, assault by level, sexual assault, Mental Health Act apprehensions, motor vehicle collisions by severity. That is genuine municipal-level policing data and the reason this source is worth pursuing. Because the per-property rates are province-wide and identical for every municipality, the atlas can already model the split between base services and calls for service from the FIR policing line alone; see scripts/etl/62_opp_decomposition.py. The modelled version is not a substitute for the statement. Under O. Reg. 267/14 every OPP-policed municipality receives an annual billing statement combining a per-property base cost with a calls-for-service component, so each statement carries that municipality's property count and its weighted calls for service by category. Those are measured municipal-level figures, unlike police-reported crime, which Statistics Canada publishes only for the whole Haliburton Highlands detachment. Acquisition route, in order of effort: the statements are tabled at council and appear in agenda packages on each municipality's portal (three of the four run CivicWeb, listed above; Minden Hills runs a different platform). The portals are JavaScript document centres with no public search API, so this needs either an authenticated crawl of the agenda packages or a direct request to the four clerks. Neither has been done.
What it cannot answer
- Calls for service is not crime. It counts police attendance weighted by an activity-time model, so a municipality with more collisions and more false alarms bills higher without having more crime.
- The billing property count comes from MPAC and is not the census dwelling count. It should not be swapped for one.
- The model has been revised more than once since 2015, including a cap on year-over-year increases for 2026. A raw cost series across the revisions is not a like-for-like comparison.

Query-enabled public layers include Landfill Sites (with per-day summer and winter opening hours), Libraries, Hospitals, Schools, Trails, Settlement Areas, Water Access and Camp Sites, Towers, Wi-Fi Hot Spots, AED Locations, Parcel Outlines and Streets. The landfill layer is the single best source for the waste-convenience analysis because it carries opening hours per site per season, which no provincial layer does.
What it cannot answer
- LICENSING GAP: no licence or terms-of-use statement is published for these services. Written permission to redistribute the geometry was requested from the County on 25 August 2026 and no reply has been received; see request 1.8. The maintainer's judgement, recorded 29 August 2026, is that the counts stay published while it is outstanding: the County is a public body publishing these services openly, a count per municipality is a fact about the county rather than a copy of the database, and approval is expected. Until it is answered the geometry is built and withheld from what this site serves, the counts and hours derived from it are published and attributed to the County, and parcel data is not redistributed at all.
- Layers carry no published currency date. Hours are verified against the municipal websites listed below before publication, and any disagreement is recorded on the QA page rather than silently resolved.
- The Towers layer is a topographic feature class of structures. It is not a cellular-site registry and must not be presented as one.

Census division 3546 therefore equals the sum of the four lower-tier municipalities with no unorganized territory.
What it cannot answer
- Small-population CSDs are subject to random rounding to a multiple of 5; component counts will not always sum exactly to their totals.
- Income, education and labour characteristics come from the 25% long-form sample and carry sampling error; the profile publishes global non-response rates (TNR_SF / TNR_LF) per geography, which the ETL preserves.
- Characteristic 1 (Population, 2021) and characteristic 8 (age-group total) differ slightly for some CSDs because of random rounding.

The pseudo-household file is the one the atlas uses. ISED also publishes a hexagon grid of roughly 25 km2 per cell, which is far too coarse for municipalities that measure service in individual lake roads. Availability is flagged at the 5/1, 10/2, 25/5 and 50/10 Mbps markers, split into wired and fixed-wireless technologies, with a satellite maximum and an LTE mobile flag alongside. Five scenarios ship in the same archive: current, completed and ongoing government-supported projects, announced private expansions, and the two Universal Broadband Fund streams, which together answer "what is funded and has it landed yet". ACCESS NOTE: open.canada.ca returns an anti-bot shell to automated requests. The identical CKAN API on ouvert.canada.ca serves the resource list normally, which is how these URLs were resolved on 2026-08-23.
What it cannot answer
- Availability is provider-reported offered service at a modelled point, not measured throughput at a dwelling. A household inside a served area may still be unable to buy the service.
- The LTE mobile flag reports outdoor LTE as available to 99% of dwellings in this county. That is a modelled figure and does not match what residents describe. The atlas publishes it next to the count of licensed transmitter sites so a reader can judge it.
- PHH points carry 2021 dissemination-block dwelling counts. The county total they represent (19,967) is about 5% below the census total private dwellings (21,072); percentages are shares of the modelled base, not of the census base.

Pharmacies, hospitals, family health teams, long-term care homes and specimen collection centres, by point. A register kept by the ministry that licenses or funds each of them, which is why it replaces the County GIS cultural-resource layers for these counts: those reported no health facility at all in Highlands East and Algonquin Highlands, and question 2.10 listed both as unverified.
What it cannot answer
- A location is where a service is licensed or funded, not where a resident can be seen this week. It says nothing about hours, capacity, whether a family health team is accepting patients, or how far anyone drives.
- Seven further service types are held and not counted, including seniors' active living centres, mental health and addiction organizations and a midwifery clinic. They are real and they are not what someone means when they ask what is nearby.
- Retail counts stop here. Ontario publishes no register of banks or grocery stores, and OpenStreetMap tags two Haliburton bank branches as cash machines, so neither is counted anywhere in this atlas.

Needed for fire-station inventories, council composition and remuneration, recreation facility lists and confirmation of waste-site hours. Extraction is a scheduled ETL step writing a dated snapshot to data/raw; the web app never fetches these at request time.
What it cannot answer
- Pages change without notice and carry no last-modified metadata. Every extracted value is stamped with its retrieval date and its supporting quotation, and the snapshot hash flags a changed page on the next run.
- The Municipality of Dysart et al does not publish a fire-station list, so no fire-station count exists for the county's largest municipality by area. The county figure is published as a minimum.
- Municipalities describe their own services in their own terms. Algonquin Highlands says "some 50" firefighters; Minden Hills says "approximately 400 calls per year" with no year attached. Approximations are recorded as approximations and are not charted as series.

- ORN centreline length is not the same as the lane-kilometres or the maintained-road inventory a municipality reports in its asset-management plan. Both are published side by side where the municipal figure exists.
- Seasonally maintained and unassumed roads are attributed differently between municipalities.

One row per spectrum licence at one transmitter site: licensee, service, frequency, structure height, antenna height and azimuth. 2,634 licence records inside the county envelope collapse to 67 distinct sites, 52 of them carrying mobile carrier spectrum. This is the honest counterweight to a modelled 99% LTE availability figure: it shows how few structures that number is carried by.
What it cannot answer
- This is infrastructure, not coverage. It records where operators have built and licensed, not what signal reaches a given dwelling. No public source publishes measured signal strength for this county.
- Licences are administrative records. A licensed site may not be in service, and a site may hold many licences across bands and sectors.
- Not to be confused with the Towers layer in the County GIS, which is a topographic feature class of structures and not a radio-site registry.

Every retail location in Ontario licensed to sell alcohol, with a civic address and coordinates. Used here because the province publishes no register of grocery stores and none of bank branches, and in a county this size the licensed list is most of the retail: three Foodlands, the Independent in Haliburton, Food Town in Dorset, and the general stores at Harcourt, West Guilford, Cardiff and Carnarvon that hold an LCBO agency contract because a village of three hundred does not get a store of its own.
What it cannot answer
- Not a grocery register and never published as one. Gas bars, marinas and a brewery are on the list, and a shop that chose not to be licensed is not.
- Two alternatives were rejected. OpenStreetMap tags two Haliburton bank branches as cash machines and carries the same pharmacy twice, so it is a lower bound rather than a count and nothing here is built on it. Google Places would answer the question and its terms forbid storing or republishing the results, which is what an atlas does.
- Bank branches remain uncounted. OSFI publishes the list of banks, not of their branches, and no branch-level open dataset was found.

Canada publishes no open register of bank branches. OSFI publishes the list of banks rather than of their premises, Payments Canada's financial institutions file is not served at its published address, and the alternative that would answer it forbids storing the answer. Each bank does publish its own locator, and data/bank_branches.yml records what those returned for this county with the operator's own wording quoted against each entry.
What it cannot answer
- A reading on one date, not a feed. Branches close, and this file carries the date it was checked.
- Scotiabank's locator returned nothing when centred on Haliburton, which is weaker evidence than the locators that listed distant alternatives. It is recorded as not found rather than as confirmed absent.
- Branches and cash machines are counted separately throughout. Reading one as the other is how OpenStreetMap came to tag two Haliburton branches as cash machines.

The only Haliburton geography in this table is "Haliburton Highlands, Ontario, Ontario Provincial Police, rural [35638]".
What it cannot answer
- There is no township-level police-reported crime data for Haliburton County in any public Statistics Canada product. The atlas reports crime at detachment level only and does not disaggregate it to municipalities. This was checked against three alternatives on 2026-08-23: table 35-10-0077 (municipal police services) lists OPP contract municipalities such as Addington Highlands but none in Haliburton County, because these four are policed under the non-contract arrangement and are aggregated into the detachment; the Ontario open-data crime tables are StatCan derivatives that stop at 2012; and the Haliburton Highlands OPP Detachment Board package for 26 November 2025 is a narrative action plan with no municipal breakdown. See source opp-billing-statements for the one township-level policing measure that does exist.
- The detachment's crime rate published by Statistics Canada is calculated against a permanent-resident population denominator. In a county where roughly half the dwellings are not occupied by permanent residents, and where the summer population is much larger, that rate overstates per-person risk. The atlas republishes counts, shows the official rate with an explicit warning, and offers a per-dwelling alternative labelled as a derived figure.
- Detachment boundaries are not municipal boundaries and have changed over the series; discontinuities are flagged rather than smoothed.

O. Reg. 588/17 requires every Ontario municipality to publish asset inventories, replacement values and condition ratings on a fixed schedule, which makes road-condition and infrastructure-deficit metrics obtainable for all four municipalities on a broadly common template.

- Condition-rating scales and assessment methods differ between municipalities and between consultants. Ratings are reported as published and are not rescaled onto a common index without saying so.

Ontario all-items annual average CPI is the deflator for every constant- dollar series in the atlas. The base year is stated on every chart.

- CPI measures consumer prices, not municipal input costs. Construction and fuel costs have moved differently from the all-items index; a CPI-deflated municipal series is a purchasing-power comparison, not a cost-of-service-delivery comparison.

Lakes, rivers and settlement names for the map. Used in place of the County of Haliburton's own Settlement Areas and Water Features layers, which would do the same job and carry no published licence: anything drawn from that source cannot be deployed, and a map is exactly the thing that should be deployable. - The 1:500,000 generalisation is used rather than the 1:100,000. At a county drawn in a thousand pixels the finer set is shoreline detail below a pixel, and it was 213 KB of a 358 KB payload.

Legal municipal boundaries at 1:10,000. Filter UPPER_TIER_MUNICIPALITY = 'COUNTY OF HALIBURTON' returns exactly the four lower-tier municipalities. ASSESSMENT_CODE on this layer matches the FIR assessment code, which is what makes the geographic/financial join safe.

- Field values are upper-case; case-sensitive LIKE filters silently return zero rows.
- UPPER_TIER_ASSESSMENT_CODE is null on the lower-tier layer.

- OSM is not a business registry. Completeness varies by settlement and is generally weaker in rural areas, which is exactly where the atlas is measuring. Counts derived from OSM are labelled as a lower bound and are never compared against an official count as if the two were equivalent.
- ODbL is a share-alike licence. Derived databases published by the atlas must carry the attribution and licence terms.

Supplies the coordinates and the 2021 population and dwelling counts for every PHH_ID in the broadband file. Without it the speeds file is a list of identifiers. It is also what lets the atlas weight availability by dwellings rather than by points, so a PHH representing forty dwellings in Haliburton village does not count the same as one representing a single cottage.
What it cannot answer
- Pseudo-households are modelled representative points, not addresses. They distribute dissemination-block counts over the block, so a single point is not a single building.
